Summary of SUD Services

Substance Use Disorder (SUD) Treatment Programs provides timely, quality, and professional SUD outpatient treatment services to individuals with substance use disorders by providing a whole person care approach. The treatment of SUD is complex and requires considering the full spectrum needs such as medical and behavioral. SUD Treatment is dedicated to the wellbeing and recovery of all residents in Imperial County.

Under the Drug Medi-Cal Organized Delivery System (DMC-ODS), SUD Treatment Programs provides the following services:

• Early Intervention Services
• Outpatient Treatment Services
• Intensive Outpatient Treatment Services
• Recovery services
• Care Coordination
• Clinician Consultation

Within these services, the following service components are provided:

• Assessment
• Counseling (individual and group)
• Family Therapy
• Medication Services
• Ambulatory Withdrawal Management
• Medications for Addiction Treatment (MAT) for Opioid Use Disorder, Alcohol Use Disorder, and other non-opioid SUDs
• Patient Education
• SUD Crisis Intervention

DMC-ODS Services

Early Intervention Services: Services provided for individuals under the age of 21. Any individual under the age of 21 screened and determined to be at risk of developing an SUD may receive early intervention services such as group counseling, individual counseling, and patient education.

Outpatient Treatment Services: Services that consist of up to nine (9) hours per week of medically necessary SUD services that include assessment, treatment planning, individual and group counseling, family therapy, patient education, medication services, collateral services, crisis intervention, and discharge planning.

Intensive Outpatient Treatment Services: Intensive services that consist of a minimum of nine (9) hours and a maximum of nineteen (19) hours per week of medically necessary SUD services that include assessment, treatment planning, individual and group counseling, family therapy, patient education, medication services, collateral services, crisis intervention, and discharge planning.

Recovery Services: Services available to clients who have completed a primary course of treatment.  Services will be available to clients whether they are triggered, have relapsed, or as a preventive measure to prevent relapse.  Services will be provided within the context of a treatment plan, which will include a plan for ongoing recovery and relapse prevention.

Care Coordination: Services that support clients as they move through the continuum of SUD care.  Services will assist clients to access needed medical, educational, social, prevocational, vocational, rehabilitative, or other community services. The major role of the assigned SUD Counselor or clinician will be to provide evidence-based interventions that will assist clients in having successful transitions throughout the levels of care and gain overall recovery.

Clinician Consultation: Services to support ICBHS physicians and licensed therapists providing SUD services with complex cases, which may address medication selection, dosing, side effects management, adherence, drug-drug interactions, or level of care considerations.

DMC-ODS Service Components:

Assessment: The first appointment with a qualified treatment provider who will conduct a screening to determine the presence of a SUD condition and immediately provide necessary services based on the individual needs. Furthermore, a qualified therapist will conduct a comprehensive assessment based on the American Society of Addiction Medicine (ASAM) criteria to determine the individual’s appropriate level of care.

Care Coordination: Services that support clients as they move through the continuum of SUD care.  Services will assist clients to access needed medical, educational, social, prevocational, vocational, rehabilitative, or other community services. The major role of the assigned SUD Counselor or clinician will be to provide evidence-based interventions that will assist clients in having successful transitions throughout the levels of care and gain overall recovery.

Individual Counseling: Consists of one-on-one sessions with therapists or counselors.

Group Counseling: Focuses on the needs of the participants. Groups can range from 2-12 participants and are available in both English and Spanish.

Family Therapy: Therapy and counseling sessions are extended to include the client and family members and other support systems.

Medication Services: Includes prescription or administration of medication related to substance use disorder services, or the assessment of the side effects or results of the medication.

Ambulatory Withdrawal Management: Two levels of medically necessary outpatient withdrawal management provided by a licensed physician with specialty in addiction medicine and a licensed vocational nurse. Assist with managing acute and post-acute withdrawal symptoms in a safe outpatient setting. Services include assessment, on-site monitoring, medication services, coordination, and discharge planning.

Medication for Addiction Treatment (MAT) for OUD, AUD, and other non-opioid SUDs: Services that include the ordering, prescribing, administering, and monitoring of medication for the treatment of Alcohol Use Disorder (AUD), Opioid Use Disorder (OUD), an any Substance Use Disorder (SUD).  A licensed physician with a specialty in addiction medicine and a licensed vocational nurse will provide services when medically necessary. The following MAT medications are prescribed: Acamprosate, Disulfiram, Naltrexone, and Buprenorphine.

Patient Education: Education on substance use, treatment, recovery, and associated health risks.

Recovery Services: Services available to clients who have completed a primary course of treatment.  Services will be available to clients whether they are triggered, have relapsed, or as a preventive measure to prevent relapse.  Services will be provided within the context of a treatment plan, which will include a plan for ongoing recovery and relapse prevention.

SUD Crisis Intervention Services: Focuses on alleviating the crisis problem and stabilizing the immediate situation. Service is provided in the least intensive level of care.

Contracted Services

Narcotic Treatment Program: Treatment for opiate addiction to prevent opiate withdrawal, block the effects of opioid use, and decreases opiate craving.

Residential Treatment Services: 24-hour treatment and short-term services for substance use at a residential facility. Withdrawal Management Services are provided to assist with intensive withdrawal symptoms when medically necessary.

Recovery Residences: Offer supportive and stable housing in a group setting for people who are overcoming a substance use disorder.
